Administrative power to achieve community security and its implications for confronting violent extremism

Administrative authority is an effective tool in securing society from various manifestations that undermine its stability. This disruption manifests in various forms, the most dangerous of which is the drift of individuals toward deviant ideas and deviant beliefs, the receptacle of which is violent extremism, which undermines societal security and disrupts its intellectual and social foundations. Therefore, most legal systems seek to establish legal rules that outline the work of the administration and its tools in achieving sound security and preserving the safety of individuals from deviant practices. The administration carries out this task through a set of moral means, represented by guiding individuals toward peace. The administration also has the authority to use material means to limit manifestations of violent extremism.
