The Counter-Terrorism Strategy of the United Nations and the Contribution of Regional and Local Measures to its Reinforcement

Abstract

The United Nations, as the foremost global organization entrusted with maintaining international peace and security, has made significant efforts to adopt provisions combating terrorism and extremism. Its resolve in this direction has been further galvanized by the escalation of terrorist acts and the growing activity of extremist groups committing such acts. This culminated in the adoption of a Global Counter-Terrorism Strategy, anchored in established principles and supported by bases that outline a practical plan to achieve the ultimate goal of countering terrorism. 

The United Nations Global Counter-Terrorism Strategy, adopted by the UN General Assembly in Septembe 2006, represents both framing and formulating international attempts spanning decades prior. These attempts produced international conventions imposing obligations on states concerning this issue. This suggests that the Strategy complements such prior endeavors and remains inherently dependent on regional and local efforts within national frameworks to realize its objectives. 

Thus, this research centers on a core question: What are the key features of the international counter-terrorism efforts embodied in the UN Strategy? And do regional efforts play a role in reinforcing this Strategy? Through an inductive-analytical research methodology, the study seeks to validate the hypothesis that the UN Global Counter-Terrorism Strategy represents a consolidation of international efforts enshrined in legal instruments and that regional and national initiatives interrelate with and enhance it.
